Under broad supervision, implements, and monitors company environmental safety programs and policies to ensure compliance with federal, state, and local environmental, health, and safety regulations. May negotiate with government agencies and obtain environmental permits. Maintains safety equipment inventory, performs periodic safety inspections, monitors hazardous waste removal vendors, and may assist in consolidating hazardous wastes (chemical, radioactive, and/or medical). Monitors environmental compliance and maintains liaison with appropriate regulatory agencies. Provides environmental expertise on medium-sized, complex projects. Role typically requires between 3 and 5 years of experience.

POSITION SUMMARY:

The Sr. Environmental Specialist is responsible for supporting the administration of environmental compliance programs across the Marmon Rail network. This position works to minimize the organization’s environmental liability by ensuring all regulated environmental activities are permitted and complied with in accordance with all Federal, State, and local regulations. This involves the collection and analysis of various types of emissions from facilities while maintaining the highest degree of safety, environmental and ethical standards.

Primary responsibilities and/or essential functions include, but are not limited to:

  • Obtains and maintains the necessary environmental permits and licenses for the following:
    • Hazardous and solid waste disposal permits.
    • Air permits for emissions sources.
    • Wastewater and storm water discharge permits for water generated.
  • Works with site Safety, Health & Environmental Managers to ensure the facility is compliant with all regulatory requirements.
  • Assists in conducting on-site testing of materials, processes, and various pollution sources.
  • Reviews and assigns chemical commodities characteristics to appropriate cleaning specifications.
  • Ensures recordkeeping and reporting are completed in accordance with Federal, State, and local regulations.
  • Conducts internal audits of waste treatment, recycling and disposal facilities used by sites.
  • Interprets data and observations to confirm compliance with regulatory requirements and industry guidelines and advising management accordingly. May take corrective action through preventative maintenance and/or procedural modifications.
  • Participates in negotiations with regulatory agencies regarding violation notices and permit modifications.
  • Serves as a point of contact for shops by providing environmental support and regulatory interpretation.
  • Performs release reporting and recordkeeping as required by company policy, environmental regulations, and environmental permits.
  • Monitors key compliance metrics and implements corrective and preventative actions to continually improve performance.
  • Assists with research, review and analysis of new/proposed environmental rules and regulations.
  • Builds and maintains positive relationships with federal, state, and local environmental agencies.
  • Promotes environmental awareness of shop and field personnel through training or other communications.
  • Participates in and actively supports quality projects, activities and Responsible Care initiatives to ensure that the Company achieves its goals.

SKILLS/SPECIFICATIONS:

  • Excellent written and verbal communication skills.
  • Strong research and analysis skills with a passion for problem solving.
  • Knowledge of Federal (EPA), State and local environmental regulations.
  • Basic understanding of subsurface groundwater, soils systems and interactions.
  • Familiarity with sampling protocols with ability to read and understand lab reports.
  • Proficient with MS Office with the ability to learn new software or reporting tools.
  • Detail orientated with the ability to multi-task and manage time effectively.
  • Strong team player.
  • Ability to work independently at times and be resourceful.
  • Ability to enter confined spaces.
  • Ability to travel up to 30%.

The incumbent works to meet internal and external customer expectations at all times by fully applying oneself to the task involved, preventing errors, and developing and implementing personal quality improvement projects. In addition, the incumbent is required to understand the Responsible Care Management System and actively participate in activities outlined therein.

EDUCATION/EXPERIENCE/QUALIFICATIONS:

  • Bachelor’s Degree in Environmental Engineering, Environmental Science or related field required.
  • Minimum of 4 - 7 years of related work experience in a similar role.
  • Experience dealing with regulatory agencies and auditors.
  • Experience leading / participating in short- and long-term projects.
